Rashtriya Krishi Vikas Yojana (RKVY) & Krishonnati Yojana (KY) Approval Status Check

Union cabinet, chaired by PM Narendra Modi, approved Rashtriya Krishi Vikas Yojana (RKVY) and Krishonnati Yojana (KY) on 3rd October 2024. These 2 schemes would promote sustainable agriculture and enhance food security, with a combined expenditure of over Rs. 1 lakh crore. All Centrally Sponsored Schemes (CSS) under the Ministry of Agriculture and Farmers’ Welfare have now been rationalized by central government into these 2 schemes.

The rationalisation of various schemes has been undertaken to avoid duplication, ensure convergence, provide flexibility to states and focus on emergent challenges of Agriculture. The challeges includes Nutrition security, Sustainability, Climate resilience, value chain development and private sector participation.

Rashtriya Krishi Vikas Yojana (RKVY) 2024 Approval by Cabinet

In a significant move to enhance agricultural productivity and ensure food security, the Union Cabinet approved the proposal from the Department of Agriculture & Farmers Welfare (DA&FW) for rationalization of all Centrally Sponsored Schemes (CSS) under the Ministry of Agriculture and Farmers’ Welfare. This new structure will consolidate these schemes into two umbrella schemes namely Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) and the Krishonnati Yojana (KY).

While PM-RKVY aims to promote sustainable agriculture, Krishonnati Yojana will focus on achieving agricultural self-sufficiency and addressing food security challenges. All components shall leverage technology to ensure efficient and effective implementation of the various components, press release said. Both schemes are set to be implemented with a total proposed expenditure of Rs 1,01,321.61 crore, with funds allocated through state governments to ensure effective local implementation.

This rationalisation will not only maintain all existing schemes but also introduce mission-mode initiatives where necessary, such as the National Mission for Edible Oil-Oil Palm (NMEO-OP), the Clean Plant Program, and Digital Agriculture and and the National Mission for Edible Oil-Oil Seeds [NMEO-OS]. A notable modification is the enhancement of the Mission Organic Value Chain Development for North Eastern Region (MOVCDNER) by adding a component namely MOVCDNER- Detailed Project Report (MOVCDNER-DPR). It will provide flexibility to the North Eastern states to address critical challenges.

By streamlining these schemes, state governments will have the opportunity to develop a Comprehensive Strategic Document for their agricultural sectors. The Strategic Document focuses not only on the production and productivity of the crops but also tackles the emerging issues of Climate Resilient Agriculture and the development of a value chain approach for agricultural commodities. This strategic approach will enable states to align their action plans with the broader objectives of sustainable agriculture and nutritional security.

Rationalisation of Schemes under RKVY Scheme

  • Allowing states to create comprehensive strategic plans tailored to their specific agricultural needs.
  • Streamlining the approval process for Annual Action Plans (AAP) to facilitate quicker implementation.
  • A notable change in Rashtriya Krishi Vikas Yojana (RKVY) is the increased flexibility for state governments to reallocate funds among different components based on their unique requirements.

State governments will be able to draw up a comprehensive strategic plan suiting their requirements for the agriculture sector and the Annual Action Plan (AAP) of States can be approved in one go rather than approving individual scheme-wise AAPs. One important change is to provide, in Rashtriya Krishi Vikas Yojana (RKVY), the state governments the flexibility to reallocate funds from one component to another based on their state-specific requirements.

Out of the total proposed expenditure of Rs. 1,01,321.61 crore, the central share from DA&FW will amount to Rs. 69,088.98 crore, while states will contribute Rs. 32,232.63 crore. This. includes Rs 57,074.72 crore for RKVY and Rs. 44,246.89 crore for KY.

“Green Revolution – Krishonnati Yojana” is an the Umbrella Scheme in agriculture sector that has been implemented since 2016-17 by clubbing several schemes / missions under one umbrella scheme. Krishnonnati Yojana look to develop the agriculture and allied sector in a holistic and scientific manner to increase the income of farmers by enhancing production, productivity and better returns on produce. The Umbrella scheme comprises of 12 Schemes/Missions:-
