Odisha government has started Mukhyamantri Kamdhenu Yojana 2024 apply online process at fard.odisha.gov.in. The newly launched Mukhyamantri Kamdhenu Yojana (MKY) is an umbrella scheme comprising of 8 sub-schemes (names and description are given below). Azolla cultivation in cemented Pit under MKY

Azolla cultivation in cemented Pit under Mukhyamantri Kamdhenu Yojana aims to promote production of Azolla in the backyard of farmers for feeding the animals to reduce the concentrate feed cost through easy availability of biomass rich in protein. The unit size of azolla pit shall be 6ft*6ft*8 inches. Establishment cost of one cemented azolla unit is Rs. 3000 and onetime back ended assistance will be provided to the farmers.

All willing farmers who own atleast one cattle will be eligible to avail support under the Azolla cultivation programme under umbrella Mukhyamantri Kamdhenu Yojana in Odisha.

Buffalo Entrepreneurship Development Scheme under MKY

Buffalo Entrepreneurship Development Scheme under Mukhyamantri Kamdhenu Yojana aims to promote establishment of small scale buffalo units in the state to enhance milk production, improving the livelihood of small and marginal farmers and contributing to community nutrition and food security. Unit cost would be Rs. 2.304 lakhs while unit size would be 1+1 graded murrah she buffaloes.

All willing farmers are eligible to avail support under Buffalo Entrepreneurship Development Scheme under umbrella Mukhyamantri Kamdhenu Yojana in Odisha.

Cash Incentive Scheme for Dairy Farmers under MKY

Cash incentive scheme under Mukhyamantri Kamdhenu Yojana aims to empower dairy farmers pouring milk at MPCS by providing additional income opportunities, ensuring a balanced milk supply for OMFED during lean seasons and supporting the working capital needs of the dairy farmers. Cash incentive upto Rs. 5 per litre of milk will be provided to the dairy farmers who pour milk at MPCS during the lean season i.e from 1st September 2024 to 28th February 2025.

All MPCS members supplying milk on a regular basis during lean season (Sept to Feb) to milk producers cooperative societies (MPCS) are eligible for getting the benefit.

Female Calf Rearing Scheme (FCRS) under Mukhyamantri Kamdhenu Yojana

Female Calf Rearing Scheme aims to enable dairy farmers to protect and nourish female calves for better growth. There is a provision of adequate healthcare and in time de-worming. Another major objectives of this FCRS scheme are to sustain the improved germplasm created through genetic up-gradation and to reduce delayed maturity in graded heifers through supplementation of balanced feed. This scheme encourages dairy farmers for adopting scientific management of calves.

Under FCR scheme of Mukhyamantri Kamdhenu Yojana in Odisha, there is a provision of 1400 Kg of concrete calf feed per calf in 8 phases at 50% subsidized cost through OMFED. The calf feed will be provided through MPCS for areas where MPCS is present or through BVO/LI for areas where MPCS is not present. The female calves booked under the scheme will be insured with 100% subsidy for 2 years with insured value of Rs. 15000. The calves will be provided with routine deworming and vaccination free of cost.

All dairy farmers are eligible to avail the benefits of this scheme. Preference would be given to SC, ST, PWD, Woman, Transgender & Small/Marginal farmer and MPCS members while selecting beneficiaries. One beneficiary is eligible to avail benefit maximum for 2 female calves for a year, for female calves born from CB cow through AI. One beneficiary is eligible to avail benefit maximum for 4 female calves for a year, for female calves born from non-descript/indigenous/graded cow through AI.

Fodder Entrepreneurship Programme under Kamdhenu Yojana Odisha

Fodder Entrepreneurship Programme aims to produce green fodder in farmer’s land to feed their livestock and fetch extra income by selling surplus green fodder and planting materials. Through FEP subscheme under MKY, Odisha govt. wants to build the capacity and sensitize the farming community for production of green fodder and regarding feeding practices to their livestock.

This programme would encourage farmers for consistent fodder cultivation and hence increase the area under fodder cultivation of Odisha as well as to maintain the optimum productive and reproductive health status of the livestock. The major benefit shall be in minimizing the milk production cost and increasing the overall milk production of the locality. For individual farmer: Minimum coverage of 0.25 acre to maximum 5 acres and for groups: Minimum coverage of 1 acres to maximum 10 acres.

All willing farmers (individuals/groups) will be eligible to avail support under the Fodder Entrepreneurship Programme. MPCS/ WSHG/VSS/FPOs/FPCs/ JLGs can also apply through their President/Secretary. Farmers must own the land or notarized leased land for a minimum period of 3 years. Land on which beneficiary is willing to cultivate fodder must be irrigated.

Only one individual per household will be eligible to avail assistance under the programme. Farmers must be willing to mandatorily cultivate fodder on the applied land area for 3 consecutive years. To ensure this, the farmer shall give a declaration in this regard.

Go Palan Yojana Sub-scheme under MKY Odisha

Go Palan sub-scheme under umbrella Mukhyamantri Kamdhenu Yojana aims to establish sustainable and profitable small-scale dairy units to boost milk production improving the livelihood of small & marginal farmers & contributing to community nutrition and food security. Unit cost would be Rs. 2.304 lakhs and unit size would be 1+1 [Cross Breed Jersey (CBJ)/ Cross Breed Holstein Friesian (CBHF) / Gir/ Sahiwal cows].

All dairy farmers (having at least 1 cow but not more than 5 cows) of General, SC, ST, members of SHG, PWD, Women & Transgender are eligible to avail the support.

Gosampad Bima Yojana Sub-scheme under MKY Odisha

Gosampad Bima sub-scheme under Mukhyamantri Kamdhenu Yojana aims to enhance the financial security of livestock farmers through implementation of a comprehensive insurance scheme that safeguards against the loss of milch animals due to death. It is focused to insure milch cows / buffaloes under the programme. This sub scheme will be implemented in the State in addition to existing insurance scheme under CSS NLM.

Under the Gosampad Bima scheme, beneficiaries can avail insurance coverage for milch cow/she buffalos up to 3-years. The death of cattle due to disease, accidents or natural calamities will be covered.

The benefit of the subsidy is restricted to a maximum of 5 animals per household. However, a beneficiary may insure more than 5 animals by paying the full premium for any additional animals without availing the subsidy under the scheme. The scheme will be facilitated by the empaneled insurance intermediaries of OLRDS engaged by the insurance company.

Top-up subsidy for MKUY Dairy units under MKY

This scheme aims to encourage large dairy farmer/entrepreneurs to procure high yielding cattle from outside the state. Unit size shall be as per approved application under MKUY for Commercial Dairy Farming.

Only MKUY dairy entrepreneurs are eligible to avail the “Top-up subsidy” under this scheme. To avail the Top-up subsidy it is mandatory to bring cattle from outside the state. Those who purchased the cattle after release of this guideline (even though go-ahead letter was issued earlier) can avail the subsidy.
