Expansion of CM Annapurna Yojana to Ladki Bahin Beneficiaries
Mahayuti government has expanded Mukhyamantri Annapurna Yojana, which was meant to provide 3 free gas cylinders per year to 52.2 lakh households, to include beneficiaries of Ladki Bahin Yojana for underprivileged women. This is expected to triple the number of beneficiaries and raise the cost of the scheme 4X from Rs. 860 crore to Rs. 3,200 crore per year.
Mukhyamantri Annapurna Yojana announced in the state budget in June, was meant to provide three gas cylinders per year to 52.2 lakh households which are beneficiaries of Central govt’s flagship PM Ujjwala Yojana. However the government resolution issued by Maharashtra govt. includes claimants of Mukhyamantri Majhi Ladki Bahin Yojana under the free cylinder scheme. Ladki Bahin Yojana, which was also announced in the budget, will provide a stipend of Rs 1,500 per month for underprivileged women.
To support beneficiaries of central / state govt. schemes, Maharashtra govt. has announced to launch Chief Minister Annapurna Scheme. This scheme aims to offer 3 free gas cylinder refills per year to approx. 52.16 lakh beneficiaries under the central government’s PM Ujjwala Yojana and eligible families under Majhi Ladki Bahin Scheme.
To qualify for the scheme, the gas connection must be in the woman’s name.
3 free gas cylinders would be distributed by the regular oil companies like HP, Indane etc.
Cylinder’s cost is approx Rs. 830. Subsidy of Rs. 300 per cylinder is given to beneficiaries under PM Ujjwala Yojana. Now the remaining Rs. 530 per cylinder would be deposited into the beneficiaries’ bank accounts by the Maharashtra state government.
Each customer will be eligible for a subsidy on only one cylinder per month.
Eligibility for the scheme is based on the status as of July 1, 2024. Ration cards issued after this date will not be eligible.
For effective implementation and beneficiary selection of CM Annapurna scheme, district-level committees have been established across the state. In Mumbai-Thane, the committee will be led by the Controller, Distribution and Director of Civil Supplies, Mumbai, while district collectors will head the committees in their respective districts.
These committees will verify families eligible for the Chief Minister – Majhi Ladki Bahin scheme and ensure there is no duplication of beneficiaries. The committees will finalise the Aadhaar-certified list of beneficiaries, including bank account numbers.
A state-level committee will also be operational to oversee the scheme’s implementation and address any customer grievances. This scheme is expected to provide significant relief to eligible families, ensuring they have access to essential resources without additional financial burden.
Salient Features of Mukhyamantri Annapurna Yojana
Those eligible for the scheme on July 1, 2024 will be entitled to the benefit from Mukhyamantri Annapurna Yojana in Maharashtra. The beneficiaries will have to pay for cost of the cylinder and will receive the subsidy in their accounts as reimbursement from government. However, the conditions listed in government resolution state that the benefit will be provided only if the cylinder is in the woman’s name and it will be extended only to one woman per family benefiting from Ladki Bahin Yojana.
Also, the free cylinders will be given only to those with cylinders weighing 14.2 kg. More than one gas cylinder will not be provided during a single month.
With the Ladki Bahin Yojana expected to cover 2.5 crore women, the government estimates that 1 crore of these will also benefit from the Annapurna Yojana. This will raise the number of total estimated beneficiaries from 52.2 lakh to an estimated 1.5 crore. This means that around 40% of the beneficiaries of the Ladki Bahin scheme will have access to both schemes.
