The state govt. of Odisha has now released guidelines for the implementation of Madho Singh Haath Kharcha Yojana. As per the guidelines, each selected applicant will be given Rs. 5000 as an annual grant. This scheme is particularly meant for students from tribal communities (ST category) only. Around 3 lakh tribal students on passing class 8th or 10th and taking admissions in next classes would be benefited. Family income of the family of the students, from all sources, must not exceed Rs. 2.5 lakh per annum.
Under the scheme, eligible ST students after completing their class VIII and class X and soon after taking admission class IX and class XII respectively, will be provided with Rs. 5000 as one time incentive amount as Haath Kharcha. Objectives of Shahid Madho Singh Haath Kharcha Yojana
The objective of the Madho Singh Hath Kharch Yojana is to reduce dropout rate of tribal students in transition from elementary to secondary level i.e from class VIII to class IX and again from secondary to higher secondary level i.e, from class X to class XI by providing one-time financial incentive of Rs. 5000 to ST students getting enrolled in class IX and class XI.
Assistance Amount under Odisha Madho Singh Hath Kharch Yojana
Under Shahid Madho Singh Haath Kharcha Yojana, ST students passing out from class VIII and joining in class IX will receive a onetime incentive amount of Rs. 5000.
Similarly, ST students passing out from class X and joining in class XI will receive a onetime incentive amount of Rs. 5000.
This incentive amount will be provided over and above any other scholarship entitlement available to the ST students pursuing studies in different classes. This amount will help the tribal students to meet their other incidental requirements towards education and will help them to pursue higher study. Thus, the new scheme will help in increasing the enrolment status in Std. IX and Std. XI in different govt. and govt-aided institutions.

Education is a primary requirement for overall development of any community. Over the years it has been observed that in spite of creating adequate infrastructure significant improvement have not taken place in education among the tribal communities of the state. At the elementary level, the enrolment among tribal children seems to be satisfactory. However, it has been observed that there is high dropout among tribal students after class VIII and class X causing less enrolment in secondary and higher secondary levels respectively.
In order to reduce the dropout rate after class VIII and class X and to encourage Scheduled Tribe (ST) students to pursue higher education without any major hindrance the state govt. of Odisha has launched “Shahid Madho Singh Haath Kharcha Yojana”.
Background
Odisha is one of the states having the highest secondary level (Class 9 and 10) dropout rate in India at 27.29%, said the Odisha Economic Survey 2023-24 report. To reduce the school dropout rate, Odisha government is implementing Madho Singh Haath Kharcha Yojana 2024. This scheme is basically meant to provide Rs. 5000 to all the tribal students in Odisha. It would encourage students to go to schools and get education. Odisha govt. will send the assistance amount directly into the bank accounts of tribal students through DBT mode.
